Chairperson Mollie Keller called the meeting to order at 1:15 p.m.

It was MOVED (F. Hennessy) seconded (A. Clark) THAT THE MINUTES OF THE JULY 26, 2004 BOARD MEETING BE APPROVED AS PRESENTED. PASSED with one abstention (J. Hostage).

Public Comment

State Librarian's Report
Ken Wiggin stated that he is working on modifying the State Librarian's Report portion of the Board packet. The goal is to make the report informative but not so lengthy.

Other Reports
Connecticut Library Association (CLA): Chris Bradley reported that CLA had a reception for Senator Mary Ann Handley at the Manchester Public Library on September 23. Senator DeFronzo will be recognized on October 23 at the New Britain Public Library and Representative Betty Boukus will be recognized at the Plainville Public Library on November 3.

There will be a legislative reception sponsored by the Connecticut Library Consortium at the New Haven Lawn Club on December 8. CLA is getting ready for the upcoming legislative session with Governor Rell.

Advisory Council for Library Planning and Development (ACLPD): Ken Wiggin reported that ACLPD and the State Library have been working together with the CCARD Task Force. These meetings are to help determine what level of funding should be requested from the legislature for the CCARD program.

Connecticut Library Consortium (CLC): Barbara Butler reported that CLC has had a successful year. CLC is in the planning process to enhance Continuing Education, Grants and Resource sharing.

Association of Connecticut Library Boards (ACLB): Ken Wiggin stated that the ACLB Leadership Conference is scheduled for October 7 at the Water's Edge Resort. The topic of discussion will be Security and the changing landscape facing librarians. The Leadership Conference will no longer include an awards banquet in the evening. Instead the awards will be presented prior to lunch.

Friends: Anita Wilson reported that the membership renewal forms and the flyers for the fall regional workshops have been mailed out. The spokesperson for Friends of Libraries month will be Regina Barreca.

Old Business
Budget Update: Ken Wiggin reported that he has met with the State Library Board's Finance Committee. Mr. Wiggin wrote to the Governor about key areas he wanted to include in the State Library's budget. The State Library has not yet received the budget instructions from the Office of Policy & Management (OPM). The State Library will also need to produce a 10% budget reduction option. The Board will need to approve this budget reduction before it gets submitted to OPM.

Legislative Update: Mr. Wiggin called attention to the Annual Report on the Historic Preservation Grant Program that had been included in the Board packet. This report is required to be sumitted to the Joint Standing Committee on Government Administration. Mr. Wiggin stated that exciting things are being done with the State Library's Historic Grant Preservation Program.

New Business
Grant Extension for the Byram Shubert Branch Library (Greenwich): Mary Louise Jensen introduced Mr. William Saltsman of the Greenwich Library. Mr.Saltsman stated that the Byram Shubert Branch Library would like to add a bathroom renovation for handicapped accessibility to the plans for the library's expansion. The architect is still working on the plans. It was MOVED (F. Petersen) seconded (B. Harris) THAT THE STATE LIBRARY BOARD APPROVES THE BYRAM SHUBERT BRANCH LIBRARY'S EXTENSION OF THE DEADLINE TO INITIATE ITS PROJECT FOR THE $38,734 STATE PUBLIC LIBRARY CONSTRUCTION GRANT TO NOVEMBER 30, 2005. PASSED unanimously.

Approval of All Staff Development Day: Ken Wiggin reported that due to budget constraints only a half day of Staff Development was done last year. The State Library is now back in a position to close for an entire day. This year the day will offer training on effective use of the email system, records retention, and how to properly handle materials in the collection. The day will also include a motivational speaker. Mr. Wiggin informed the Board that he has not had any negative repercussions for closing the Library for this reason in the past. It was MOVED (A. Clark) seconded (J. Hostage) THAT THE STATE LIBRARY BOARD APPROVES THAT THE STATE LIBRARIAN CLOSE ALL STATE LIBRARY FACILITIES ON TUESDAY, NOVEMBER 16, 2004 FOR AN ALL STAFF DEVELOPMENT DAY. PASSED unanimously.

Executive Session: It was immediately MOVED (B. Harris) seconded (A. Clark) THAT THE STATE LIBRARY BOARD GO INTO EXECUTIVE SESSION. PASSED unanimously.

Everyone except for Board members left the room.



Other Business
Fran Rabinowitz stated that at the next meeting she would like to show the Board members a video on literacy that had recently been developed by the Department of Education.


At 2:32 p.m., it was MOVED (B. Harris) seconded (F. Petersen) TO ADJOURN. The next meeting is scheduled for November 22, 2004, at 1:15 p.m. (lunch at 12:30 p.m.) at the Van Block Facility.
