Historical Note

The Banking Department originated in an 1836 act of the General Assembly appointing a committee (the Treasurer, the Comptroller, and the Commissioner of the School Fund) to examine the banks of the state. This they did, and in their report recommended the appointment of two Bank Commissioners to continue the work. Their functions were expanded in subsequent years to include examination and supervision of not only state banks and trust companies but also savings and industrial banks, state-chartered credit unions and other financial entities. The Connecticut Bank Commissioners were replaced by the Connecticut Bank Commissioner in 1915. A number of Connecticut banks failed during the depression of 1929, and in 1935 the General Assembly assigned to the Banking Commissioner the responsibility for liquidating their affairs. In 1951, the Bank Commissioner became the head of the Connecticut Banking Department. On January 1, 1979, Connecticut Banking Department was reorganized into the Connecticut Division of Banking, a division of the Department of Business Regulation. Effective July 1, 1980, the Department of Business Regulation was eliminated and the Division of Banking was made the Department of Banking and predominately called itself the Banking Department.
