Historical Note
Governor John Dempsey appointed a nine-member committee in December 1963 to recommend action to improve library services to the state. An earlier Governor's Committee on Libraries had recommended this but its bill (Senate 520) failed to pass the legislature "due to a technicality." The committee elected Edwin G. Jackson, Director of the Hartford Public Library, as chairperson. The committee included Justice H. W. Alcorn of the State Supreme Court of Errors, Dr. William J. Sanders, Commissioner of Education, and other distinguished citizens.
The committee hired two outside consultants, Roger H. McDonough and Mildred P. McKay, to complete a study. The committee discussed the consultants' report in August and September 1964, and adopted its recommendations for action. Recommended legislation, which was passed in June 1965 (Public Act 490), provided for reconstituting and expanding the State Library Committee and combining the Bureau of Library Services (then in the Department of Education) with the State Library.
