On June 14, 2001, the State Commission on Human Rights and Opportunities (CHRO) approved the State Library's Affirmative Action Plan. This marked 13 years of consecutive approval. In his letter to CHRO Director Cynthia Watts Elder, Kendall Wiggin stated: "Notwithstanding the fiscal and operational difficulties which face all agencies, the Library will as documented in the past, continue to demonstrate every possible good-faith effort to achieve the goals established by our Affirmative Action Plan. Attainment of our goals will make us a stronger organization, better able to serve an increasingly diverse population."
