HARTFORD - Lawmakers on Friday took their first step in privatizing the
state's computer systems by voting overwhelmingly to create a new
Department of Information Technology.
The measure, which passed the House 106-9, now heads to the Senate.
Gov. John G. Rowland wants a private company to overhaul the state's
hodgepodge of computer systems. Three companies and a state employees'
union are vying for the multiyear contract that is estimated at $1 billion:
the Connecticut State Employees Association, IBM, Electronic Data Systems
of Texas and Computer Sciences Corp. of California.
Some 1,000 state employees run Connecticut's computers. The Rowland
administration contends the systems are antiquated and function poorly.
