It would seem that bonuses would not have to be defended if it were made
clear for what reasons bonuses would be awarded at the outset of the bonus
program.

That brings me to another thought.  
Does anyone agree with me that library workers rarely set really
challenging goals for themselves?  (I'd like to be proven wrong, but I
don't think I will be.)  The library culture does not require that any but
the most mundane and attainable goals be set.  If there's any goal setting,
99 percent of the time it's pro forma, nothing ambitious.

Perhaps cash bonuses would help light a fire?  
Of course, those that aren't rewarded would get angry and begin throwing
things.  This would be fun to watch.
