Maybe so.  Schools are a whole other kettle of fish, since they can't just tell parents they 
should be with their kids when they use the Internet.  Acting "in loco parentis" gets 
sticky.  The school media specialists I've talked with mostly seem to be allowing full, 
unfiltered Internet access, but only when they can be physically present and keeping an 
eagle eye on the monitor.  Having both the student's and librarian's time limited in this 
way seems to limit much of the usefulness of the Internet as well.  Kids might 
conceivably get more access in school (i.e. more time available to use the Internet) with 
a filter attached...
