First Search used to have a promotional piece on their Internet site about
the Cleveland Public Library doing this.  They bought something like 240,
000 searches and allowed the public to use it, even through dial access.
Their funding is something like $12.00 per capita.  If I remeber correctly,
 they were very happy with the results.
