One strategy that might help with Firstsearch is to buy subscription access
to highly used databases such as ArticleFirst, and possibly WorldCat (though
I don't know if this is a highly used database in public libraries). Then
pay on a per search basis for lesser used databases.  Subscription access
involves purchasing a certain number of ports (concurrent users) and then
paying a flat annual fee for different databases. OCLC has some packages
that include worldcat and articlefirst plus some other databases. If you
have enough use this is cheaper than per search. However for databases that
are not used as frequently it is cheaper to pay per search.
