Its simple, thought provoking, but will never be done. There is just too
much existing infrastructure to setup some scheme revolving around IP
addresses. You could end up having to readdress every server in existance
and I just can't see that happening. But don't let that stop the idea, what
if there were a "zone layer in the DNS structure? It would add complexity
but I can't say for certain that it couldn't be done. Then your blocking
programs could take into account the zone when blocking terms that say have
a valid medical relevance.
Just a thought.
