with others in your State? The application deadline is January 5, 1998.
Appointments to Library Development Specialist I positions at the New
York State Library will be made from this list. Exams are generally
offered every four to five years. Please encourage anyone who might

MINIMUM QUALIFICATIONS: On or before the date of filing application,
you
must have a master's degree in library science or information science
from
an American Library Association (ALA) accredited college or university,
or
a New York State permanent public librarian certificate; AND three years
of
post M.L.S., or post-NYS permanent certification, library experience in
one
or more of the following:
1. in a library field advisory/consultant position or as a director, in a
state library or in a library system;
2. as supervising librarian of a school district;
3. as director or assistant director of a public library;
4. as head librarian of a school library media center, including
supervision over the equivalent of at least one full-time
professional;
5. as a librarian with expertise in age-level or special group services,
automation, telecommunications or network development, or collection
development and resource sharing, in a public library, academic
library, research library or special library;
6. in a position with overall responsibility for the operation of a major
program area or branch, including supervision over the equivalent of
at least two full-time professionals, in a public library, academic
library, research library, or special library.
NOTE: You must clearly indicate on your application the number(s) listed
above under which you believe you qualify and document how your
experience
meets that qualification.
NOTES:
1. Appropriate part-time and volunteer experience, which can be
verified,
will be accepted on a prorated basis.
2. New York State residence is not required.
3. Your degree and/or college credit must have been awarded by a
regionally accredited college or university or one recognized by the
NYS Education Department as following acceptable educational
practices. If your degree and/or college credit was awarded by an
educational institution outside the United States and its territories,
you must provide independent verification of equivalency. You can
write to the Examination Information Desk of the Department of Civil
Service for a list of acceptable companies who provide this service.
You must pay the required evaluation fee.

THE POSITIONS: These positions exist in the New York State Education
Department, in Albany only, in the NYS Library's Division of Library
Development. At present, there are six vacant positions.

DUTIES: As a Library Development Specialist 1, you would serve as a
Division liaison to outside groups, organizations, institutions and State
and federal governmental agencies, and advocate for the development
of
libraries and library services in the State; work with all types of library
systems, libraries and library organizations, library trustees, the general
public and local government officials; participate as a team member in the
implementation of major initiatives of the Division, the State Library, the
Office of Cultural Education, the State Education Department and the
Regents; work on the interpretation of State and federal guidelines,
requirements and aid programs; and make recommendations for review
and
revision of legislation and regulations concerning library programs and
services.

SUBJECT OF EXAMINATION: If you meet the "Minimum Qualifications,"
your
education and experience will be evaluated against the general
background
of the position. There will be a preliminary review of your application to
determine if you meet the "Minimum Qualifications." If you do, you will
then be asked to complete a supplemental questionnaire.
The information you give in this supplemental questionnaire will be the
basis for the evaluation of your education and experience. Your final
score
will be based only on the rating you receive on the evaluation of
education
and experience.
