Subject: CLN Update - Cost Sharing Model
This is an update on the status of the Connecticut Library Network =
(CLN). At its December meeting, pursuant to a subcommittee's =
recommendation, the CLN Board set the cost of participating in the =
Connecticut Library Network at a flat rate of $300 per participating =
institution per year. These monies will be used to supplement the state =
funds that are allocated to CLN so as to avoid having to use federal =
funds which may not be available in future years. This amount also =
corresponds to what libraries would be assessed annually today to =
receive four editions of the statewide database on CD-ROM at the current =
rate of $75.00 per edition. In the new state/local cost sharing model, =
a participating institution is any institution that uses one or more of =
the following services:
CD-ROM subscription to the statewide bibliographic database
Interlibrary loan (online) - requires Internet access
Cataloging (online) - requires Internet access
Home page creation facility (online) - requires Internet access
There is no charge just to access WebPAC, which requires Internet =
access. Participating institutions are responsible for the cost of the =
computer, the CD-ROM drives (if applicable), the phone line and modem, =
and the Internet account.
This fee - which will be reassessed for second and subsequent years =
based on changing circumstances - is intended to ensure that all =
libraries (including the smallest libraries) who wish to participate can =
afford to do so, and that all libraries who do participate make a =
meaningful contribution to help defray the total cost of making the =
service(s) available.
The CLN Board will also be establishing other criteria for participation =
(examples include participation in interlibrary loan services and =
contributing holdings to the statewide database). Before those criteria =
are determined and included in an official "Agreement To Participate," =
however, we need to quickly determine how many libraries "intend" to =
participate based on a $300 rate which would be due and payable by July =
31, 1998. Accordingly, we will soon be sending a solicitation to =
libraries throughout the state to determine their intent to participate. =
