Joint Project with Bibliomation, CONNECT & LION
	The Joint Project Directors (JPD) met on December 8 for a planning
process led by Bill Harrison, one of the consultants from the National
Executive Service Corps (NESC).  On December 15 the Directors' meeting
focused on telecommunications.  Written reports on the current
telecommunications status of each network were distributed.  A problem with
the frame relay connection to Bibliomation at Naugatuck Valley Community
Technical College highlighted the complexity of linking one frame relay
network to another.  Mark Hewes, LION, is preparing a two page sheet for a
telecommunications analyst.
	In the afternoon of December 15, the JPD met with network staff
from  the CSU network and State Library staff.  Jeff Thompson and Bill Aust
provided a status report on networking in the state and the development of
the CSU network including future plans.  Critical issues are network
manageability and security.  It is difficult to get staff to maintain the
network.  CSU has a contract for network services consulting.  The Joint
Project may be able to use these consultants.
	The proposed bylaws have been reviewed by the members of each
network.  The Governance Committee chaired by Laurel Goodgion, Portland PL,
met on December 16 to update the draft of the proposed bylaws after the
first review by an attorney.  This draft will go back to the attorney.
	In response to member meetings of Bibliomation, CONNECT, and LION,
Ann Montgomery Smith, New Britain PL, Chair of the Joint Project Review
Group, (JPRG) drafted a vision statement to provide a conceptual frame of
reference for the project and for the proposed bylaws.
	The next meeting of the JPRG is January 6, 1998.
