    E-rate Application Window Set to Open Nov. 5 - Apply Now!
     
    The E-rate application window for Funding Year 5 will be open from Monday,
    November 5, 2001 to Thursday, January 17, 2002, the Schools and Libraries
    Division of the Universal Service Administrative Company announced this
    week. This window allows criteria such as need and poverty to take
    precedence over order of application by considering applications filed
    within the window as though they were filed at the same time.
     
    The application window is related most directly to the Form 471 on which
    applicants describe what services they have selected. This form is the
    second phase in the application process and cannot be filed before the
    start of the window. Prior to filing a Form 471, an applicant must have a
    completed Form 470, Description of Services Requested, posted on the SLD
    Web site for 28 days. For detailed step-by-step filing instructions, see
    the SLD Web site at http://www.sl.universalservice.org/apply/step1.asp .
     
    ALA strongly encourages libraries and schools to apply for E-rate discounts
    in Year 5 (July 1, 2002 - June 30, 2003). No library or school will be
    required to certify that it has installed blocking or filtering technology
    until after it receives a Funding Commitment Decision Letter in Year 5,
    several months after the U.S. District Courts have heard arguments in ALA's
    case against requirements of the Children's Internet Protection Act (CIPA).
     However, libraries and schools that elect not to begin the application
    process within the application window are quite unlikely to receive any
    E-rate discounts. Participating in the application process in a timely way
    preserves your right to participate in the program when the courts overturn
    CIPA.
     
     
     
    Year 4 CIPA Certification Due Oct. 28
     
    All E-rate applicants who have received Funding Commitments in Year 4 must
    certify their compliance with CIPA by completing Form 486 and having it
    postmarked by October 28, 2001, reminded the SLD. The reminder can be read
    in full on the SLD Web site at
    http://www.sl.universalservice.org/whatsnew/default.asp#101101 .
     
    In this first year of CIPA requirements, there are 3 possible
    certifications from which an applicant may choose: 1) the CIPA requirements
    do not apply to this applicant because it is receiving discounts for
    telecommunications only; 2) this applicant is undertaking actions necessary
    to enable this applicant to comply with CIPA in the next funding year in
    which it applies for E-rate discounts; 3) this applicant has met all the
    requirements of CIPA. For additional details regarding CIPA certification
