How do members of the CT General Assembly ensure that the rules are followed?
  • A legislator in the House or Senate raises a point of order, claiming a violation of the Rules of either chamber, or the joint rules of the Connecticut General Assembly.
  • Next, the speaker or presiding president pro tempore will make a ruling on the point of order, consulting the Rules and Precedents of the General Assembly of Connecticut.
  • If the legislator dislikes the ruling, it may be challenged to a floor vote, which usually is upheld by the majority party.
