Ms. Clark stated that with the Board's indulgence, she would like to move the New Business item to follow Public Comment on the agenda. There was no objection.

Report of the Nominations Committee: Ann Clark asked Judge Hennessy for the report of the Nominations Committee. Judge Hennessy reported that the Nominations Committee, which consisted of he and Fred Petersen, sought nominations for the State Library Board's Vice-chairperson position. The Vice-chairperson position recently became vacant when Edmund Sullivan resigned from the Board. Judge Hennessy stated that the Board is fortunate to have such talented and dedicated members, some of which have offered their services as Vice-chairperson. The Nominating Committee recommended that Mollie Keller be chosen to fill the vacancy of Vice-chairperson of the State Library Board. Judge Hennessy read Ms. Keller's biography.
Ann Clark asked if there were any other nominations from the floor. Ed Williams nominated Joy Hostage. Joy Hostage requested that her biography also be read for the Board. The election of the vice chairperson was conducted by paper ballot vote. The results were seven votes in favor of Mollie Keller and three votes in favor of Joy Hostage. The Board members congratulated Mollie Keller who will complete the remainder of Edmund Sullivan's term as Vice-chair.
Ann Clark thanked Judge Hennessy and Fred Petersen for their work on the Nominations Committee.
Mr. Wiggin reported that he has submitted an individual's name to the governor's office for consideration to fill the librarian vacancy on the State Library Board. The governor's office is in the process of reviewing all the gubernatorial appointments to the Board.
Mr. Wiggin showed a video that was put together by staff at the State Library for All Staff Day. Mr. Wiggin complimented the staff for doing such a great job on the video and also for doing it on such a modest budget. Mr. Wiggin will get copies of the video to Board members for their use in promoting the State Library and Museum.
Mr. Wiggin asked Public Records Administrator Eunice DiBella to report on the new publication produced in the Public Records Administration office. Ms. DiBella stated that the Office of the Public Records Administrator and State Archives has just produced the fourth edition of the Guide to the Archives in the Connecticut State Library. The third edition was published 21 years ago. Ms. DiBella credited former Archives employee Nancy Shader, Assistant State Archivist Bruce Stark and State Archivist Mark Jones for their dedication and hard work on this project. The next goal is to get this information published on the Internet. Mr. Wiggin added that the printing of this publication was funded out of the Historic Documents Preservation Fund.
Mr. Wiggin reported that although the State Library lost a museum staff member through the layoffs, it will continue with the Museum Assessment Program.
Mr. Wiggin answered questions regarding the budget.
Board member Ed Williams complimented the Division of Library Development staff involved in the New Directors workshops.
Connecticut Library Association (CLA): Les Kozerowitz reported for Karen McNulty, President of CLA. On December 11, 2002, CLA testified before the Appropriations Committee on behalf of the CLSUs regarding the budget. The CLA Legislative Committee is working to encourage the contacting of legislators in an effort to support the CLSUs budget. The Legislative Committee is also making bookmarks and fact sheets for distribution to legislators and patrons.
On January 14, a meeting was held with Teresa Younger of the ACLU to start the development of a CLA position paper on the Patriot Act. A final draft will be presented for approval at CLA's February 12 Executive Board meeting.
Mr. Kozerowitz updated the Board on the actions of the CLA Committees. Mary Engels, of the Middletown Library Service Center is preparing the annual photo exhibit, which will hang in the Legislative Office Building's concourse in April.
Advisory Council for Library Planning and Development (ACLPD): Sharon Brettschneider reported that the Advisory Council on Library Planning and Development canceled their regular meeting in December. At their February 19th meeting, the two main agenda items will be the Library Services and Construction Act budget and a revision to the Guidelines for the State Grant Program for Public Library Construction.
Cooperating Library Service Units (CLSU): Chris Bradley, Director of the Eastern Connecticut Libraries, reported on the legislative efforts made to save the funding to the CLSUs. Inserts are being placed in library materials and school media videos explaining how that particular item will no longer be available if the Governor's proposed budget cuts take effect. Information on how to contact your legislators on this matter has been included in CLSU newsletters and articles on this subject have been published in newspapers. Ms. Bradley explained the impact budget cuts would have on services that benefit local communities.
Association of Connecticut Library Boards (ACLB): No report at this time.
Friends: President Marge Storrs reported that the Friends membership directory is scheduled to go out this week.
The Friends are working on their next workshop which will address successful membership drives. The Newington Library will host this workshop, on May 19, at 6:30 p.m.
The Friends have completed flyers, that will go out this week, on their individual and group awards. The awards will be distributed at the Annual meeting scheduled for June 7, in Newtown.
Chris Bradley will be conducting a workshop on long range planning for the Friends on March 11, at library at Wesleyan University.
Museum Advisory Committee (MAC): No report at this time.
Advocacy Report - No report at this time.
Budget Update: Mr. Wiggin reported that, on recommendation of Board member Bob Harris, Rich Kingston has created a new format for the Board's financial report which was included in the Board packets.
The Governor has not yet made his biennial budget available. The State Library is still operating from the current budget. In the current budget, the State Library has been told to hold the third and fourth quarter payments to the CLSUs. The State Library cannot send the CLSUs any funds until the budget is settled. The Legislature has to approve any actual rescission. All four of the CLSUs are already using their reserve funds. Three of the CLSUs will be funded until the end of this fiscal year but one could go out of business as early as March 2003. Ms. Clark asked what the strategic approach will be for the CLSUs. Mr. Wiggin stated that the State Library is considering a single non-profit entity that provides the same services.
Other budget impacts include the reduction in staff through layoffs. By February 21, 2003, the State Library will have completed the layoff process. Meanwhile bumping continues. Because of the loss of staff in key areas, the State Library may need to reduce its hours. If this happens, Ken Wiggin will notify Chairperson Ann Clark as soon as possible. Mr. Wiggin is committed to keeping the Library open on Saturdays.
Mr. Wiggin is very concerned about the Digital Library. The Digital Library is a very beneficial program and is making an impact on saving money at schools and libraries statewide. Mr. Wiggin hopes to get funding to continue this service beyond June of this year.
The layoff of two security officers by the Judicial Department will have a large impact on the State Library. Some mornings the South entrance will not be open due to the limited number of officers left to cover the entire State Library/Supreme Court Building. Ken Wiggin has conceded that there may not be ongoing security in the Museum. Mr. Wiggin is looking into alternatives.
Betty Sternberg stated that at the Department of Education they are developing flyers that explain to their customers that there will be an impact on services due to layoffs in the Department.
Fred Petersen requested that Mr. Wiggin prepare information for the Board members to use on the State Library's behalf when speaking to legislators. Ann Clark cautioned that it is very important for Board members to let the State Librarian know what they are doing and who they are speaking to so that the Library will present a uniform message.
Ed Williams asked whether the Governor's office was notified of the impact that budget cuts are having on the State Library and also whether the Board could send a letter to the Governor on the Library's behalf. Discussion followed on the timing of this letter as well as format. It was also suggested that information be provided to the Board so that they could write their own personal letters to the Governor. Betty Sternberg cautioned that timing is extremely important when doing this and suggested other mediums such as a resolution format. The Board agreed that this was a good idea. Mr. Wiggin distributed a letter from First Lady Laura Bush in which she states the President's support for increasing funding to the Institute of Museum and Library Services. Mr. Wiggin suggested the possibility of including this information in any correspondence to the Governor.
Legislative Update: Mr. Wiggin distributed a Legislative Update he prepared of some bills that he is tracking. Mr. Wiggin reported that it was hard to determine if some of the bills will impact the State Library. The Legislative Update includes those bills with a potential impact.
Ann Clark stated that the Facilities Committee has met with Judge Pellegrino which has resulted in Mr. Wiggin having more regular meetings with him. Quarterly appointments with Judge Pellegrino have been set up.
Ann Clark has reconstituted the State library Board Committees. Committee assignments are as follows: Finance Committee - Fred Petersen (Chair), Bob Harris, Ed Williams. Advocacy Committee - Bob Harris (Chair), Larry Kibner. Facilities Committee - Judge Hennessy (Chair), Judge Flynn, Joy Hostage, Ann Clark.
