This report is prepared bi-monthly in conjunction with the regular meetings of the Connecticut State Library Board. Items to be routinely covered include the following: the significant activities of the State Librarian and the staff, significant administrative decisions affecting the operation of the Library, status reports regarding in-progress activities, information regarding external events having an impact on the Library, media coverage of the Library, and information of general interest to the members of the Board.

July 28, 2003 meeting of the Board, covers the period of May 20, 2003, through July 27, 2003.

As of this writing there is no budget for Fiscal Year 2004. State government has been operating under a series of Executive Orders. Funds are being allocated for payroll, previous year bills, and critical expenditures. The State Library has stopped processing contracts and severely curtailed spending. We have been able to maintain basic service to the public and to libraries. CCAR continues to operate (this includes the contracted service through BeavEx). We have understandings with the various database vendors so that the databases remain available for now. However, we won't be able to do this for any extended period of time.

The State Library submitted a final plan to the Office of Policy and Management in early June for dealing with the Early Retirement Incentive Program (ERIP). We had 11 retirements with in the Agency (1 Principal Personnel Officer, 1 Library Specialist, 1 Librarian, 1 Executive Secretary [Arts], 2 Library Technical Assistants, 1 Office Assistant, 1 Messenger and Supply Clerk, and 2 Maintainers [CCAR drivers]. Earlier OPM granted us permission to refill the Library Specialist position, but at a lower level Librarian 1. As part of the final ERIP plan we have been given permission to refill the Personnel Officer, but at a lower level; replace the Messenger and Supply Clerk with a part time Clerk Typist, and establish a new federally funded Librarian 1 position in lieu of the 2 Library Technical Assistants. We were not given permission to refill the two Maintainer positions, but were authorized to expand the service provided by BeavEx. When you add in the number of laid off employees we are down 23.5 employees.

A reduction in force of this magnitude is having ramifications that will take some time to be felt. Each of the divisions has taken a number of steps to deal with the staffing reductions, but these steps were often done on a temporary basis until the full impact of the ERIP plan was known. Now that it is clear we will not be refilling the majority of the positions lost, longer-term solutions are now being planned. On May 20, a workshop was held for all managers and unit heads. The workshop focused on managing change. As part of the workshop we also reviewed our mission and considered strategies for moving forward. Managers and Unit Heads have since identified those tasks performed by their unit that they believe are core to the State Library's mission and those that are not. Subsequently, I met separately with the divisions to discuss their findings and recommendations. Once I have all of their final recommendations I will develop a prioritized list of actions.

Children's Internet Protection Act
On June 23 the United States Supreme Court upheld the Children's Internet Protection Act (CIPA). The Court reversed the lower court's ruling and upheld the federal law in a 5 to 3 decision. Five of the justices agreed with the lower court that filtering software blocks access to a significant amount of constitutionally protected speech. Justices Stevens, Souter and Ginsburg dissented from the judgment on the grounds that the blocking software blocks access to an enormous amount of constitutionally protected speech. Justices Breyer and Kennedy, each of whom filed concurring opinions, joined only in the judgment of the plurality and not the opinion. They agreed with Justices Stevens, Souter and Ginsburg that the filters block access to constitutionally protected speech. Justices Breyer and Kennedy joined in the judgment that the law should be upheld on the grounds that the disabling provision of the statute can be applied without significant delay to adult library patrons and without the need for the patron to provide a reason for the request to disable. However this may turn out to be more difficult than the justices were led to believe. The decision has led to concern that if libraries refuse to disable filters at the request of an adult patron or that impose substantial burdens on a patron's ability to have the filter disabled they risk an individual litigation in which the library will be a defendant.

In response to the Supreme Court's decision, the Federal Communications Commission has said that it will soon publish "guidance on a reasonable schedule for libraries to acquire and install filtering software consistent with their certification obligations under CIPA." They have said the schedule would be available after July 18, the earliest date on which CIPA could become effective. Additionally, the Institute of Museum and Library Services has promised to offer guidance to state library agencies by August 1 regarding Library Services and Technology Act Funds (LSTA). This is very important because we are unclear as to whether the filtering provisions apply to only those libraries that receive grants from us for Internet access or computers to access the Internet (which we haven't recently given any) or whether it applies to all libraries that receive services from us which are paid in part from LSTA.

The Division of Library Development is developing workshops for public libraries to help them comply with CIPA. How to select filters and manage them in a networked setting and in compliance with the court decisions are key issues the workshops will focus on.

On July 8 the State of Connecticut went "live" with Core-CT. This project has been designed to replace Connecticut state government's core financial and administrative computer systems including central and agency accounting, accounts payable, payroll, time and attendance, worker's compensation, personnel, and other legacy systems. For years, these systems have been plagued by poor integration, redundant data entry, and time-wasting reconciliation.  They are written in a number of different languages, reside on many platforms, and include numerous databases.  This older technology is not adaptable to workflow and e-commerce.

The state's central administrative agencies - the Office of the State Comptroller, the Departments of Administrative Services and Information Technology, and the Office of Policy and Management - worked together to undertake the transition to this new, integrated system encompassing virtually all major functions and all executive-branch state agencies. The system uses enterprise resource planning (ERP) software to tie together all functions, using an integrated suite of software packages, a common database, and  a unified technical architecture.

Rich Kingston, Director of Administrative Services, has been the point person at the State Library for this major implementation. More than 25 staff of the State Library have received training in the use of Core-CT. This training is essential for the State Library to effectively use the new system (for which there is no choice), but the training has been burdensome given the staff reductions.

Professional Activities
Responded to numerous inquiries by the Press regarding the CIPA decision and the Patriot Act. Filmed an interview with Sarah Barr of Channel 3 regarding the Patriot Act.

Served on a review panel for the Institute of Museum and Library Services National Leadership Grants for Museum and Library Collaboration.

I have been elected vice-chair, chair elect of the State Library Agency Section (SLAS) of the ASCLA division of ALA.

I completed my term on the Board of Directors of NELINET. NELINET went through some significant changes during my 6 years on the Board including a new executive director and the move to a wonderful new facility.

A segment of Positively Connecticut will feature the State Library and "Private Webb". Filming took place at the State Library and during one of Kevin Johnson's William Webb presentations. I did an on camera interview as part of the piece.

Attended meetings of the Association of Connecticut Library Boards Leadership Conference Panning Committee, Advisory Council for Library Planning and Development, After School Alliance, CRLC Readers Advisory Roundtable (the program "What do Men Want" was on books and programs for men, CONSULS, Connecticut Digital Library Advisory Committee, Connecticut History Online Project Management Committee, Connecticut Library Association Legislative Committee, Historic Documents Advisory Committee, FLAG, GreatkidsCT, and NELINET Board.

Sharon Brettschneider and I attended the last annual meetings for the Capitol Region Library Council on May 29th, Eastern Connecticut Libraries, Inc. on Mary 27th, Southern Connecticut Library Council on June 10th and the Western Connecticut Library Council on June 4th. I also attended the annual meeting of the LION automation consortia.

Sharon Brettschneider, Mary Louise Jensen, Building Consultant, and I attended the dedication of the first e-branch library in Connecticut at the Trumbull Shopping Mall on June 4th. This project of the Bridgeport Public Library was partially funded with an LSCA Title II construction grant.

Mary Louise Jensen and I attended a press meeting at Southbury on June 18th to publicize Southbury Public Library's $500,000 State Public Library Construction Grant.

Sharon Brettschneider, Mary Louise Jensen, and I attended the dedication of the Farmington Library on July 1st.


Reference Services
Law/Legislative Reference Unit's participation in the New England Law Librarians Consortium (NELLCO) Virtual Reference Project ended as of June 1 due to staff shortage. We may re-join in the future if circumstances permit.

Patrons are now using the renovated Newspaper Room. Although there is no staff available for assignment to the room, a phone allows patrons to call the History & Genealogy staff for assistance. Reference librarians will continue to help patrons identify relevant newspaper resources, and then direct the patrons to the Newspaper Room. Providing at least paraprofessional staff for the Room will continue to be a high priority for the Division as the newspapers are a highly used and unique collection.

As previously reported, the Division's work on the State of Connecticut's homepage,, resulted in placement on the state homepage of a direct link to the Library's e-mail reference form. Since then, E-mail questions received have increased, particularly for the Government Information Unit on topics related to state agencies and government.

A new combined Archives/Secured Collections/Library Card is being designed and printed. The new card will serve as both a Library card and an Archives/Secured Collections pass and will be the reverse color of the regular library card in order to be readily identifiable. Software that allows coordinated signup for the public access computers is being installed. The software allows patrons to reserve pc's by entering their library card number, and reminds them when their allocated time is up. The library card application packet is being revised to allow patrons to designate the services, Archives/Secured Collections, Library Borrowing, and/or Computer access, for which they wish to apply.

In the layoffs, Information Services lost its full time Interlibrary Loan (ILL) paraprofessional. In order to maintain the service, ILL was assigned to Preservation Librarian Jane Cullinane with a request to thoroughly review the procedures and outcomes and make recommendations for changes to streamline the service. Ms. Cullinane identified several high priority changes, including removal of the Service Center holdings still under the Library's OCLC symbol. Requests for these materials result in a time consuming set of communications between the ILL and Centers staff. A meeting with Middletown Library Service Center Librarian Tom Newman and Bibliographic Information Unit Head Stephen Slovasky resulted in a process that deleted over 26,000 holdings from OCLC. These titles are available in reQuest with the correct ownership location.

The Connecticut Professional Genealogists Council presented State Librarian Kendall Wiggin and History and Genealogy Unit Head Dick Roberts with a donation, in memory of Donna Siemiatkoski, of books valued at one thousand dollars on May 19.

Mr. Roberts gave presentations on CSL genealogical resources for the Simsbury Historical Society and Genealogical Library on May 31.

Diane Smith from WTIC Radio interviewed history and Genealogy Office Assistant Kevin Johnson for her "Positively Connecticut" show on CPTV. Mr. Johnson spoke about his William Webb presentations. The show will be broadcast sometime in July, and we will try to obtain a video copy for the Library. CPTV also filmed video footage of the Museum and made an audiotape of Mr. Johnson singing the "Freedom" song.

Mr. Johnson gave a William Webb presentation at Illing Middle School in Manchester, on June 4 and at a "Juneteenth" celebration at the Kenty Cultural Center on June 14.

History and Genealogy Reference Librarian Carol Ganz gave a presentation on church records for the CT Professional Genealogists Council on June 5.

Bibliographic Information Unit Head Stephen Slovasky and Government Information Unit Head Julie Schwartz spoke on the methodology and implementation strategy for the Connecticut Digital Archive at the OCLC Digital Preservation Conference in Dublin, Ohio on May 6 and 7. At this event, the Library received a plaque honoring the Connecticut Digital Archive for ingesting the 2,000th item into the OCLC digital archive.

Federal Document Depository
The Stamford Ferguson Library lost their shelf list and several shelves of Federal Documents in a recent flood. The Danbury Library is giving up their depository status and has been asked to provide Stamford Ferguson with their collection to replace the lost volumes.

The Collection Management staff again completed the fiscal year by expending all of the allocation for Library Materials, and most of the Bonding allocation. The remainder of the latter will be used to pay invoices not received by the end of the FY.

The Library and Archives are working with a group of state agencies interested in preserving and making digital access to the 1934 aerial survey photographs available. The State Library has the only complete set of prints for the survey, and no negatives are known to exist. Preservation Librarian Jane Cullinane has drafted a proposal that will result in a new set of negatives, and a new set of prints for patron use. Historic Document funding has been approved for new shelving to house the new use prints. Pat McGlamery from the UConn Map Library has arranged for scanning and geo-referencing of the Library `s mosaic compilations of 1934 aerials. The resulting digital scans will allow access while the 9" x 9" photos are being duplicated.

The Department of Environmental Protection (DEP) closed their aerial photo collection for inventory in early June, resulting in increased use of CSL's copies of 1965 and 1970 aerial surveys. Following the inventory, DEP will decide which aerials series they will retain and which they wish to transfer to the State Archives. The transfers may include the surveys from 1965 to 1985 or 1990. Servicing is a concern since DEP allowed free access to the photos and allowed them to be checked out, but the photos will be monitored more closely here. Staff feel that the aerial surveys are an important and unique resource and that CSL should accept all but the most current photos that DEP wants to transfer here.

Copies of images filmed for the State Library's participation in the second phase of the Connecticut History Online (CHO2) project have been received and are being viewed by staff. CSL's contribution to the project consists of a sampling of WWI soldier questionnaires and the Lewis Spraque Mills Picture Collection.

Bibliographic Information Librarian Carolyn Giliberto completed the cataloging of all print newspapers stored at Van Block prior to her retirement on June 1.

Library Automation
The CONSULS patron database has been prepared for copying to the Smart Access Management system (SAM), the software purchased to manage patron use of the Internet. Internet only users will be registered on SAM and not on CONSULS. The software also allows the stacks PCs and all the public access PCs to automatically log on at 9:00 a.m. and log out at 5:00 p.m., thus saving staff considerable time.

Automation issues being explored are virus protection, Spam blockers, and installation of a firewall.

Library For the Blind and Physically Handicapped
LBPH Unit Head Carol Taylor staffed an LBPH display at the Manchester Senior Health Fair on April 29 and gave an LBPH presentation for the Vision Support Group at Rose City Senior Center on May 6.
Mrs. Taylor also gave the following presentations:

LBPH Library Technical Assistant Dennis Lubin and LBPH Electronic Technician Gary Conway staffed an LBPH display for Visual Disability Awareness For Legislators Day, in the LOB Concourse on May 28.

Mrs. Taylor and Volunteer Tom Grossi did a taping with Alison Demers from WRCH on the LBPH program and the July 12th Open House. The program aired at 7:00 a.m., Sunday, June 1.

Mrs. Taylor attended a Connecticut Radio Information System Board Meeting on May 15.

Collection Management Unit Head Diane Pizzo and Law/Legislative Reference Librarian Cheryl Schutt attended the NELLCO Collection Development meeting on May 8.

Collection Management Library Technical Assistant Glenn Sherman and Preservation Librarian Jane Cullinane attended the ILL Roundtable meeting at MLSC on May 8.

Ms. Newell and Ms. Schwartz spoke to the CT Portal Advisory Group (CPAG) meeting on May 1 about the CT Digital Archive project, and about the process agencies can use to metatag the "top 100" portal sites.

Government Information Federal Documents Librarian Nancy Peluso attended at CT GODORT (Government Documents Roundtable) meeting on May 28.

Law/Legislative Reference Librarian Hilary Frye has been elected President of the Southern New England Law Librarians Association (SNELLA) for the coming year.

A request to replace the Information Services Division's retirees was submitted to OPM with the rest of the agency's. OPM authorized `replacement' for the position vacated by Library Specialist retiree Al Palko but at the much lower level of Librarian 1. This allowed us to rehire Government Information Reference Librarian Kris Abery as of June 18th. Two part time staff were also requested, an Office Assistant for Law to perform some of retiree John Siswick's duties, and an LTA for LBPH to fill retiree Luis Paiva's position. Both of these requests were denied. A legal filing service, McCaughtry and Associates, was used during the month of June to maintain loose-leaf filing done by Mr. Siswick. Since refill of his position was denied, we will try to contract with McCaughtry to continue the loose-leaf filing for the Law Unit.

OPM and Legislative Management denied our request to hire the legislative intern for the summer, breaking a thirty plus year tradition of allowing CSL to keep the intern on through the summer to complete work on the General Assembly's activities during the session.

The State Library, as part of the Connecticut History On-line 2 Project, will seek to hire a grant-funded Cataloger to work full time for 18 months. A job description as a Librarian I has been completed. The position has not been approved by OPM as of yet.

As part of a follow-up to the "Moving Forward/Managing Transitions" program, a workshop on how to cope with change, all Division staff assisted in creating a complete list of tasks done within the Division. Mr. Wiggin will be meeting with the Director and the Unit Heads to discuss the task list in light of the a shortage of staff.


On June 2nd, the Connecticar program began the partial outsourcing of the statewide delivery service. BeavEx, a private vendor based in North Haven, began delivery to 120 libraries. Existing Connecticar staff now handles delivery to the remaining 104 libraries. In addition, the Connecticar operation moved to the Van Block facility in Hartford over the weekend of June 7-8. These changes were well timed to lessen the impact of the loss of two drivers to the early retirement incentive program on June 1st. With only a few minor problems, the transition went very successfully. Every library in Connecticut has seen a vast improvement in the frequency and reliability of the service. The majority of public libraries now receive five-day-a-week delivery. Most academic libraries receive delivery three times a week. The Division of Library Development also set up a listserv to communicate with all the libraries on the daily status of the delivery system. 240 librarians have signed up to the listserv.

Connecticut Library Consortium
The culmination of at least two years of planning came on July 1st with the consolidation of the four cooperating library service units into the Connecticut Library Consortium (CLC). Sharon Brettschneider helped coordinate the formation of the first Board for the CLC, which held its first meeting on June 27th. The fifteen member Board has representatives from all regions of the state and include public, academic, school and special librarians. The CLC Board asked Christine Bradley to serve as an interim director as they began a search process for the permanent director. Continuing Education
In June and July, the Division of Library Development offered eleven technology-training courses at the Middletown Library Service Center training lab. Courses were offered in Publisher, Word, Excel, FrontPage and Internet Searching. A new training lab is being set up in Willimantic and should be operational by the end of the summer.

Friends of Connecticut Libraries
Mary Engels, the State Library's liaison to Friends groups, working with the Department of Information Technology, has set up a new listserv for the Friends of Connecticut Libraries called FOCL-Forum. The list was established for local Friends to share ideas and ask questions of each other. The list will also give the Friends of Connecticut Libraries the opportunity to communicate with local friends in a timely manner on issues of interest to the library community. The Friends of Connecticut Libraries held their Annual Meeting June 7, 2003 at the C. W. Booth Library in Newtown. Awards were presented to outstanding Friends from the Ferguson Library in Stamford, the Stafford Library Association, the Essex Library Association, and the Salem Public Library. Helen Reardon of the Douglas Library in Hebron and Dot Lappen from the Simsbury Public Library also received awards. Over 50 people attended the meeting.

The Friends also presented a workshop on How to Rev Up your Membership Drive, on May 19th at the Lucy Robbins Welles Library in Newington.

Comings & Goings
Stephen Cauffman, reQuest Interlibrary Loan (ILL) Coordinator, led a two-part, "Introduction to ILL" seminar on June 5 and 12. The half-day sessions introduce ILL concepts, policies, and procedures to library staff members new to supervising or working in an ILL department.

Stephen Cauffman presented "reQuest: Connecticut's Statewide Library Catalog" as part of a panel discussion of statewide union catalogs at NELINET's 23rd ILL Spring Meeting "Connecting Collections and Users" held at the University of Hartford on June 16. Steve's presentation is at

William Sullivan, iCONN Administrator, Stephen Cauffman and Jane Emerson, coordinator of the electronic databases for iCONN, attended the Homeschool Networking Conference on Saturday, May 31. iCONN was exhibited at the conference and Jane Emerson gave a workshop on iCONN.

Sharon Brettschneider, William Sullivan, Mary Engels, Susan Cormier and Walt Magnavice attended the workshop on Moving Forward on May 20.

Mary Engels, Director of the Middletown Library Service Center, served on the interview panel for a new library director in Tolland.

Linda Williams, Children's Librarian at the Willimantic Library Service Center, has been named Chair of the Nutmeg Children's Book Awards Steering Committee for 2003-04.

Mary Louise Jensen, Building Consultant, attended the Rockville Public Library's celebration of their renovation project on Saturday, May 10, 2003.

Library Architecture Plans Discussion, a workshop organized by Mary Louise Jensen and attended by architects, librarians, and library board members, was held at the Cragin Memorial Library on May 13th with an attendance of thirty-eight to discuss the new library.

Mary Louise Jensen also coordinated the Libratect Seminar to discuss the new library It was held at the North Haven Memorial Library on June 5 and was attended by architects, librarians, and library board members.

Staff Change
Bruce Stark, the Statewide Library Catalog Coordinator since March 2003, transferred back to the Connecticut State Archives on June 13. As a consequence, the position of statewide library catalog coordinator moved with him. The need for this full-time position will only increase with the implementation of a new reQuest system by July 1, 2004. We are currently in the process of securing approval for a consultant who would be able to handle some of the responsibilities of this position on a part-time basis. William Sullivan has assumed the responsibilities of statewide library catalog coordinator until a part-time coordinator can be brought on board.

reQuest - Next Generation:
A Request for Proposal (RFP) for specific services of the Connecticut Digital Library was posted on the Department of Information Technology's (DOIT's) Website on May 15. A vendor conference was held on May 30 at DOIT Headquarters. William Sullivan and Stephen Cauffman served on the panel, along with representatives from DOIT, to respond to vendor questions about the RFP. The RFP seeks vendor proposals for the next generation of reQuest and a "library portal" that encompasses all information resources accessible through iCONN, including reQuest. The complete RFP, including attachments and questions/answers from the vendor conference, is available in PDF format as a single file, while the functional requirements are also available separately as a Word document. iCONN Newspaper Collection Enhanced
The iCONN Newspaper Collection has been upgraded to iCONN Newsstand from ProQuest and includes full text for the following six newspapers:

All papers are available under the ProQuest interface and can be searched by subject, title, keyword, author, publication and date. Users can search newspapers singly or in any combination simultaneously.

The statewide subscription to Newsstand also makes it possible for libraries to individually subscribe to the historical back files for these titles without incurring the expense of prerequisite current subscriptions. Additional newspapers from a selection of over 150 dailies, including state, regional, national and international titles are also available for a fee from ProQuest.

This subscription to iCONN Newsstand from ProQuest replaces the subscription to the Hartford Courant from NewsBank and the iCONN Newspaper Collection from Gale. iCONN Newsstand is available to public, school and academic libraries.

Consumer Reports in iCONN
Consumer Reports - full-text articles, images and full-page PDFs - will soon be part of iCONN. Although citations from Consumer Reports going back to 1980 have always been part of iCONN, what is being added is a 5-year backfile of full-text articles. This content will be added, as it becomes available, to the following seven iCONN databases: Business and Company Resource Center, Expanded Academic ASAP, General Reference Center Gold, Health and Wellness Resource Center, InfoTrac OneFile, InfoTrac Junior Edition, and InfoTrac Student Edition. Gale has already received some of the data from the publisher, and is currently preparing (indexing, etc.) the content to be included in the databases. The contents from April should be accessible by August. The full-text backfile is being built gradually and will eventually go back to 1999.

ProQuest Training Scheduled
In July, ProQuest will upgrade their web interface to PQNext. Six half-day training sessions featuring PQNext and the iCONN ProQuest databases will be offered in August:

ReQuest ILL Exceeds 60,000
Filled Interlibrary Loan (ILL) requests exceeded the 60,000 mark for the first time in the history of reQuest ILL. Libraries participating in reQuest ILL filled 60,034 lending requests in fiscal year 2003 (July 2002 to June 2003). This represents a 23% increase in the volume of filled ILL requests over the previous fiscal year.

The State Archives and Public Records Program is experiencing the full impact of the staff reductions that have resulted due to position eliminations and staff layoffs and the Early Retirement Incentive Plan (ERIP). The position of archivist OTFT (other than full time) was eliminated in FY2002 with the resignation of Nancy Shader. This position was the technical archivist position. In addition to this, we lost the position of Assistant State Archivist with the layoffs. Bruce Stark bumped a Library Specialist in the Division of Library Development and was transferred to that position in January 2003. We were able to recode the position to the Historic Preservation Account and Bruce was transferred back to the State Archives in June.

Additional positions lost were the local records archivist (Librarian 2), funded out to the Historic Preservation account, as well as two project archivists assigned to the court records project.

As a result of these personnel actions, we have stopped work on the court records project, a major initiative on the part of the state archives, to preserve and provide access to one of our most important and heavily used collections. This project was funded by federal grant from the National Historic Preservation Commission.

The loss of the local records archivist was critical in the preservation activities underway with our vast and important collections of local government records. Bruce Stark will assume some of these duties. These records are largely not processed. It was our objective to both provide intellectual access to this important collection, and develop strategies to preserve these records. This was the implicit intent of Public Act 00-146, the legislation that established the Historic Document Preservation Account.

Currently, the staffing of the State Archives Unit is comprised of two full time archivists, an office assistant and a general worker. The office assistant and general worker also provide clerical support for the Historic Document Preservation Grant Program.

The State Records Center experienced a staff reduction as a result of the retirement of the office assistant, Elizabeth Anargiro on May 31, 2003. This leaves the Records Center with a staff of one full time supervisor, one other than full time storekeeper, and one general worker.

State Archives
On April 3, State Archivist Mark Jones took members of the Connecticut Professional Genealogists Council on tour of the State Library Van Block facility.

On May 12, State Archivist Mark Jones attended a meeting of the Management Committee of the Hog River Journal, a new publication covering history and arts of Hartford and Central CT.

Between May 13 and May 21, Boston Imaging reformatted photographs from the State Archives Mills Collection of Connecticut historical items and one-room schoolhouses and selected Military Service Questionnaires sent to and returned by veterans of World War I in 1919. These items will become part of Connecticut History Online, as part of the second year's grant.

Connecticut History Online is an electronic collection of historical photographs from the Dodd Center at the University of Connecticut, The Connecticut Historical Society, and The Mystic Seaport Museum. The University of Connecticut maintains the website. In this second grant, the Connecticut State Library and the New Haven Colony Historical Society will become members.

Assistant Archivist Bruce Stark and his wife, Patti, received the 2003 New England Archivists Distinguished Service Award on April 12, 2003.

On June 24, Mark Jones made a presentation about the State Library's resources to teachers involved in "Hartford Connections," a grant to educate secondary teachers about primary sources pertaining to the History of Hartford available in the Hartford area. The grant is being run through Trinity College.

Mark Jones and Bruce Stark attended the joint meeting of the National Association of Government Archives and Records Administrators/Council of Historical Records Coordinators in Providence, RI, July 10-12.

Bruce Stark was appointed as a member of the Program Committee for the 2004 meeting of the Society of American Archivists to be held in Boston. He was also appointed as a member of the program committee for the fall 2004 meeting of the Association for the Study of Connecticut History (ASCH). The theme of the ASCH meeting is African Americans in Connecticut.

Public Records
On March 24, Eunice DiBella and LeAnn Johnson attended the State Freedom of Information Conference in Westbrook, CT. Ms. DiBella was a member of a panel discussion on E-Mail and Voice Mail.

On March 26, LeAnn Johnson attended a workshop on Emergency Preparedness at Northeast Document Conservation Center (NEDCC). The workshop included topics on Disaster Response and Recovery, Fire Detection and Suppression and writing an Emergency Plan. On June 5-6, 2003, Ms. Johnson attended a NEDCC workshop on Preservation Technologies.

Ms. Johnson attended NEDCC's 30th Anniversary celebration at the John F. Kennedy Library in Boston on April 15, 2003.

LeAnn Johnson and Eunice DiBella attended the Town Clerk's Association Spring Conference April 23-25 in Groton, CT. Ms. DiBella participated in a panel discussion on electronic land recordings.

Ms. DiBella and Ms. Johnson conducted inspections of the Colebrook Town Hall and New Hartford Town Hall on April 30, 2003.

Ms. Johnson administered the Certified Records Manager examination at the Van Block facility to four candidates on May 1st and 2nd, 2003.

On April 16, Eunice DiBella attended a meeting of the Town Clerks Certification Committee. On June 4, she proctored and graded the town clerks certification examination at the Newington Town Hall.

On April 21, Eunice DiBella received the Secretary of the State's 2003 Public Service Award for service on the Town Clerk's Certification Committee. The awards ceremony was held at Central Connecticut State University.

On May 21, 2003, a meeting of the Historic Document Preservation Advisory Committee was held at the Middletown Library Service Center. Eunice DiBella, LeAnn Johnson, Mark Jones and Archival Consultant Lizette Pelletier attended.

On May 22, 2003, LeAnn Johnson attended a demonstration of an imaging system, DocStar, which was conducted by an Account Manager from Professional Image Filing Technologies, Inc.

On May 27, 2003, Eunice DiBella and LeAnn Johnson attended a meeting with a representative of Virtual Image Technology, Inc.

On June 11, 2003, the Office of the Public Records Administrator and State Archives sponsored a workshop for Connecticut town clerks entitled, "Establishing and Managing Successful Records Management Programs" at the Holiday Inn in Cromwell, CT. LeAnn Johnson, Mark Jones, Eunice DiBella, Don Ballinger and Carolyn Picciano of the History and Genealogy Unit attended. The workshop was funded out of the Historic Document Preservation Account.

On June 18, Eunice DiBella attended a meeting of the Connecticut Law Revision's Electronic Recording of Land Records Study Committee at the State Capitol. The committee continued a review of a proposed draft law to allow for the electronic recording of records on Connecticut land records.

The State Library sent out grant award letters to 132 towns that received Cycle1 grants for FY 2004 under the Historic Document Preservation grant programs. The total amount of money granted for this cycle is in excess of one million dollars.

Eunice DiBella, Mark Jones, LeAnn Johnson and Don Ballinger attended CORE-CT training during the months of May and June.

On June 26, Eunice DiBella, Mark Jones and LeAnn Johnson visited the St. John's Episcopal Church in Washington, CT, to inspect their records storage facility in anticipation of a transfer of records from the State Archives to the church. They also visited the Town Halls in Washington and Woodbury on the same day.

The Historic Document Preservation Program poster received two awards. One was an award from the Ad Club of Connecticut and the other from the Connecticut Art Directors Club.
