General
The Connecticut State Library and the Museum of Connecticut History (CSL) hold
collections of
library and archival materials, and museum objects. As a service to its patrons,
CSL offers a variety of duplication options for items in its collections,
regardless of format, but cannot guarantee that a suitable option will be
available for every item.
All copying, regardless of means, is subject to copyright law. The responsibility for ascertaining whether any copyright or other restrictions exist and for obtaining all necessary permissions remains at all times with the person making or requesting the copy(ies).
CSL reserves the right to restrict the use or reproduction of rare, fragile, or intrinsically valuable materials, to limit the number of photographic prints/captures, and to limit the type of reproduction options available. For example, some items are limited to face-up copying only, and encapsulated items are not removed from their protective enclosures. Where an individual has donated papers, manuscripts, etc. with the understanding that they will not be reproduced, then the reproduction rights of the library or archives shall not be construed as justifying a violation of such an agreement.
Permission to Publish
Possession of a reproduction of any material from the Connecticut State Library
or the Museum of Connecticut History does not constitute permission to publish,
exhibit, or broadcast it. To publish, exhibit, or broadcast reproduced items,
permission to publish must be requested and granted in writing on our form:

possessing reproductions are also responsible for ascertaining and abiding by
the copyright status of items reproduced, which includes obtaining permission to
publish from the copyright holder if necessary. For more information on

CSL reserves the right to refuse permission to publish, etc. to those who have not complied with its policies. Use of the collections will normally not be permitted for the purpose of promotion of commercial products and services or political campaigns.
As a publicly supported institution, CSL does not charge permission fees.
Self-Service Copying
CSL provides several means of obtaining copies on a self-service basis,
including
photocopiers, microform
equipment, and computer equipment. Personal digital cameras and scanners may
be allowed in the reading rooms (but not in the library stacks). Some material
may be photographed by researchers using their own photographic equipment
(including digital cameras), and a camera stand is available to those with
Archives/Secured Collections cards in the
Archives/Secured
Collections Research Area (ARA). Scanners are not allowed in the ARA.
Because copying damages materials, some books are marked "Brittle - Do Not Photocopy." Patrons are not permitted to make photocopies from these materials. Ask a librarian about other copying options.

CSL provides a number of reprographics services. Complete reproductions of
books, archival, or other material will only be made within copyright
restrictions and as CSL staffing and resources permit.
State Library staff will make photocopies, microform reader printer copies, and photostatic copies for a fee. If the order is delivered by mail, postage and handling will also be charged.
Microform reader printer copies are available only from federal or state documents and legal materials on microfiche or microfilm. We are unable to provide copies from census, deeds, vital records, or newspapers on microfilm. A list of Professional Genealogists Familiar With Connecticut State Library Collections who may be able to perform some of these services for you is available for your consideration.
Fees charged by CSL for copies are established by the State Library Board in accordance with Section 1-212 and other pertinent Sections of the General Statutes of Connecticut and are set to recover reproduction costs.

Please direct your request for copies by mail or phone to the appropriate
reference unit:
Specify title, volume, and page numbers. If the page numbers are unknown and the volume is indexed, we will copy specified sections of the index.
Do not send money with your request; you will be billed for the actual cost of the copies made. Be sure to include your full name and, if the order is to be mailed, your postal address. Copies may also be picked up by the requestor.
Microforms Duplication
Master Negatives Owned by CSL:
It is CSL's policy not to sell or authorize the sale of microforms to
individuals, but CSL will consider requests to purchase that emanate from
organizations and government agencies, as described below. CSL cannot duplicate
microforms, but can provide names of reputable vendors. It is up to the
requesting organization to contact vendor(s) to discuss fees and timetables and
initiate a loan agreement. Contact the
Preservation Librarian
to initiate the loan of master negatives.
Microfilms of newspapers created by the Connecticut Newspaper Project may be reproduced upon request. For ten years following the original filming date, the microfilm vendor is required to keep reproduction masters and make copies available at cost to requestors. Following the ten-year period, CSL will loan the negatives according to our usual procedure. Contact the Preservation Librarian for information.

You may reproduce (print or download) CSL materials from our Website, our
Digital Collections,
and from co-operative projects such as
Connecticut History
Online
for personal use or non-profit educational use, but not for publications without
prior permission. To download images, right-click, copy and save.
The State Library does not have a method to deliver high-resolution versions of images at present.
To obtain permission to publish, broadcast, or exhibit CSL's online image(s), please contact the State Library at (860) 757-6500 or isref@cslib.org. A staff member from the appropriate area of the agency will respond to your inquiry.
Loans of Materials for
Microfilming/Reprinting/Digitizing, etc.
CSL will consider loans of items from its collections to organizations and
government agencies for microfilming, reprinting, digitizing, etc. Contact the
appropriate
CSL unit for
additional information and/or to initiate a loan agreement. Loan for
microfilming, reprinting or digitizing, etc. does not confer license to further
use or publish item content in any other format.
The borrower agrees to be responsible for transportation, insurance, and if necessary, all costs incurred in replacing or restoring the State Library's property if lost or damaged while in its care. Disbinding of volumes or repair of borrowed items will not be done without seeking the express permission of the State Library. As consideration for the loan, the borrower will award the CSL at least one (1) complete copy of each item in which the material appears. In lieu of this provision, the State Library may, at its discretion, request royalties, page credits toward the purchase of future products, free access to on-line products, or other agreed upon terms. For example, CSL requests that the borrower donate a negative security and a positive use copy of material filmed from our collections.
Reproduction by Vendors and
Professional Photographers
CSL has neither an in-house photography lab/copy print service nor staff to
provide in-depth research. Several individuals and companies have notified us
that they will come to the State Library to photograph documents, aerial
photographs, portraits, etc. CSL has no means of verifying their experience or
qualifications. CSL makes the list available as a courtesy, but does not assume
responsibility for any work done. We do not refer work to them; you must
correspond directly to learn of fees, references. Copies of the list are
available from the
History and Genealogy
Unit.
For materials to be published, exhibited, or broadcast and that require original photography, in accordance with the Agency's Request for Permission to Publish agreement, the requestor agrees to provide the State Library with the photographic negative or a copy of the digitized image. It is the responsibility of the patron to notify the photographer of this requirement and to pay for such negatives/images. CSL retains all rights to further use of the negatives/images.
The State Archives and Museum of Connecticut History have small collections of slides and negatives from which further copies may be made. For additional information, contact the Museum of Connecticut History or the State Archives.
Reproduction of Materials for
Organizations and Government Agencies
CSL may permit organizations to acquire or reproduce copies from CSL collections
in order to add to their collections for research use only. They must be
government agencies or established public service institutions, such as
libraries, historical societies, museums, and genealogical societies, with
collections generally open to the public. Such complete reproductions will only
be made within copyright restrictions and as CSL staffing and resources permit.
Each request is considered based on the need for the item by the organization. The purchasing organization must agree that the reproductions will become part of their collection, will remain at the institution for use by patrons and staff, and that further reproduction or duplication is limited to fair use by individuals for private purposes and research only except with the written permission of CSL.
