AN ACT VALIDATING THE ACTIONS OF THE BOARDS OF TAX REVIEW OF THE TOWNS OF WINCHESTER AND WESTBROOK, AN ORDINANCE OF THE CITY OF MIDDLETOWN AUTHORIZING APPROPRIATIONS AND THE ISSUANCE OF BONDS AND EXTENDING THE TIME FOR SIMSBURY LAND CONSERVATION TRUST, INC., TO FILE FOR EXEMPTION FROM THE PROPERTY TAX.
Be it enacted by the Senate and House ofRepresentatives in General Assembly convened:
Section 1. Notwithstanding the provisions ofsections 12-55, 12-62, 12-110 to 12-112,inclusive, and 12-117 of the general statutes, asamended, the actions of the Board of Tax Review ofthe town of Winchester with respect to theassessment lists for the assessment yearcommencing October 1, 1994, and such lists and theabstracts related thereto, notwithstanding thefailure of said board to complete its dutieswithin the time required by said sections, arehereby validated, and the assessment lists andabstracts thereof compiled for the assessment yearcommencing October 1, 1994, in the town ofWinchester, which assessment lists and abstractswere not filed by the assessor of said town withinthe time period required in accordance with saidsections 12-55, 12-62 and 12-117, shall not,because of such omission, be adjudged void ordefective and said assessment lists and abstractsare hereby ratified and made binding upon saidtown and any taxes which are imposed with respectto said assessment lists and abstracts may belevied and collected, provided said determinationsof the Board of Tax Review shall be completed andsaid assessment lists and abstracts shall becompleted and filed not later than April 30, 1996.
Sec. 2. Notwithstanding the provisions ofsection 12-111 of the general statutes, asamended, the actions of the Board of AssessmentAppeals of the town of Westbrook with respect tothe mailing of notices of the time and place ofappeal hearings to parties having filed writtenappeals with said board, notwithstanding thefailure of said board to mail said notices withinthe time required by said section 12-111 arehereby validated provided such notices are mailedno later than March 8, 1996, for hearings to beheld on March 16, 1996, and March 23, 1996.
Sec. 3. Notwithstanding the failure of theSimsbury Land Conservation Trust, Inc. to file aquadrennial statement claiming exemption fromproperty tax under the provisions of subdivision(7) of section 12-81 of the general statutes withthe assessor of the town of Simsbury within thetime prescribed by law as required by saidsubdivision or to file such statement within anyextension of the time allowed pursuant to section12-87a of the general statutes, the time withinwhich the Simsbury Land Conservation Trust, Inc.may file such a statement is extended to July 1,1996.
Sec. 4. The city of Middletown ordinanceentitled "An Ordinance Appropriating $9,875,000for the Planning, Acquisition and Construction ofthe Renovation and Expansion of Wilbert SnowElementary School and Authorizing the Issue of$9,875,000 Bonds of the city to Meet SaidAppropriation and Pending the Issue Thereof theMaking of Temporary Borrowings for such Purpose"approved by the Common Council of the city ofMiddletown on October 16, 1995, is herebyratified, confirmed and validated notwithstandingany provision of law, including those concerningthe posting or publication of referendum notice.The provisions of this section shall supersede anyprovisions of the general statutes, any public orspecial act and the Charter of the city ofMiddletown.
